Allow multiple uses of raw FERC records in plant time series

Allowing individual records to be used more than once, in different time series. This would allow plant ownership changes to be handled gracefully when (say) a plant that was previously held by several owners is transferred to one buyer who reports all the parts together, or a plant is sold to several buyers who start reporting separately -- the years of combined ownership could be claimed by multiple other ownership branches, correctly.

@zschira Is this something that the new model allows? Or is every record guaranteed to show up in at most one cluster?
