WIP: fix for CC-errors in dvbapi

Some DVR sources (SAT>IP servers) generate CC-errors when the pid list is updated. This patch fixes it.

this patch will actively leak filters and the table will end up full.

I know it! It's a mere Work-In-Progess... only for testing.

Did u test this ?

Yes too! For two weeks. No problem at all. However, I'm testing another different approach. So, if it works, then I'll create a new PR.

Please don't merge it. I'm working on a new patch related to https://github.com/catalinii/minisatip/pull/730#issuecomment-618964517 that fixes this too. However, I don't close it until the new PR is ready.
