improvised shelters scam players by being flammable

Describe the bug

Improvised shelters are described as containing a fire from the rain, but it's flagged as FLAMMABLE_ASH. We have no way of protecting a fire from the rain because of this.

I expect either the description or flags fixed, it would be ideal if it could protect a fire from the rain but not necessary if it's incredibly unrealistic. I leave this to someone else because I haven't slept a night outside or made a fire. One of y'all has tried this IRL.

ANOTHER HUGE ISSUE: Once improvised shelters are burnt, they destroy the shallow pit they were in.
