Bug: Peeking downstairs sees a different spot than walking downstairs.

Peeking and walking downstairs lead to different locations within the map tile.

The middle picture is the upstairs map tile, the first picture is peeking downstairs, the third picture is walking downstairs.
Peeking upstairs ALSO peeks to the wrong tile.
This issue is likely related to #4087

Related to https://github.com/cataclysmbnteam/Cataclysm-BN/issues/5105 It's because the absolute location of where stairs in labs are and the place they put you are separate. The proposed fix is to simply force stairs to always align between Z levels.
