Useless and unused items: butane

Describe the bug

A few items exist in the game but don't spawn, Note that when I say it exists I don't mean it's in obsoletion. butane_can and butane_tank have no uses and do not spawn anywhere.

An ideal solution would be to add butane as a fluid for refillable lighters, to add back spraycan flamethrowers that would use butane as ammunition, and to find other uses for it. Ideal places to spawn would be gas stations and chemical plants or chemistry labs.

A lazy solution is to just delete it or obsolete it. It hasn't spawned in possibly years so who knows if anyone would be affected.

1. Check items/tool/misc.json for butane_can
2. Check items/tool/science.json for butane_tank

My rough ideas in a nutshell:

1. Make butane the primary ammotype of refillable lighters, with gasoline as a secondary option.
2. If it isn't already, convert butane tanks from a mundane tool or whatever they are to instead count as a container so that reloading tools from their ammo can work right, or whatever needs to be done to allow reloading them without letting you freely unload butane cans.
3. Probably, should we go on to revitalize spraycan flamethrowers, convert them to be refilled using butane with gasoline as a secondary ammotype.
