I checked the in game elapsed time in seconds. The move speed depicted in the top right is accurate. I had a move speed of 148 when dragging a vehicle with casters or wheelchair wheels, and a move speed of 115 when dragging a vehicle with no wheels at all.

Tested two shopping carts while filled with 160kg of loot. One with casters, the other without.

Casters, 212kg of loot, 130 moves to drag. (Vehicle mass 173kg) Casters, 0kg of loot, 130 moves to drag. (Vehicle mass 12kg) No casters, 212kg of loot, 356 moves to drag. (Vehicle mass 171kg) No casters, 0kg of loot, 105 moves to drag. (Vehicle mass 11kg)

Result: Removing casters makes light vehicles significantly easier to drag, even if the entire vehicle is so light that the average character could pick it up with one hand. Adding casters makes light vehicles slightly harder to drag, in exchange for not getting harder to drag as more weight is added to the vehicle.

Proposal: Adding wheels should not make a vehicle harder to drag than a vehicle of equivalent mass without wheels.
