Implement run fusion directly in Anserini

A very long time, I implemented all fusion algorithms on top of Lucene, voting-framework, I am happy to work on this. I have a plenty of time to do it.

It has been a while since I touched anserini code, almost 3 years ago, as I was doing my PhD. Is the intention to do this in python or Java? If you like, I can hit the ground running.
