Notifications don't work on Windows

I've tried to enable, disable-and-then-enable, and nothing worked for me. I'm not sure if this is a new bug or something; the "show example notification" also doesn't work.

It might be a permission issue (though I thought I gave permissions) or perhaps something that changed with the way that windows intercepts notifications? Not sure.

SOLVED:

Apparently, Windows has a "Focus Assist" in the settings that controls notifications; mine was set to "Priority only" which essentially has Windows decide on its own which notifications to show, and todometer was not important enough for it (shame on you, Windows!)

Disabling that feature made notifications from Todometer appear. Unfortunately, I couldn't add Todometer as a "prioritized app" to the list, it seems the list is using preset apps and it doesn't recognize Todometer :| oh well.

Hope this solves this issue for others!
