Make Nostril be available from PyPI and possibly other package hosting sites.

@mhucka It'd sure be great to have this package on PyPi.

May I do a PR to help provide the scripts and setup for publishing to PyPi? Seems like it's not missing much!

My apologies for the slow responses and lack of attention to Nostril issues. I just have too much other work :-(.

It would help a lot for use this module on Google cloud as deploying functions with this as pip package is immediate meanwhile doing this as a local package bring lot of problems. Please!!!!
