Spending fiat ecash increments fees paid for wrong keyset

Testing some fee features for Orchard I noticed an issue when spending fiat ecash from a keyset with a feerate. In my case, the fee earned from the transaction is incremented on the active sat keyset, not the usd keyset associated with the spent proofs.

The sat backend here is LndRPCWallet on regtest The usd backend is FakeWallet

I'm also experimenting with the watchdog and it is throwing warnings in tandem
