CASE namespace concept

Define 3 namespace types, where 1 & 2 are maintained by CASE dev team:

1. CASE (case.example.org) - CASE-approved property bundles, promoted from Community namespace by voting body (Official Namespace)
2. CASE Community (cc.example.org) - Property bundles promoted by individuals that would benefit the community
3. Individual (my company.com) - unique property bundles that would not necessarily benefit others outside your use cases

^ To clarify, we think this could help avoid having to use a miscellaneous/wrapper propertyBundle for gaps in the ontology that adopters identify as something that should not be in their custom namespace. We can do some statistics or voting on the usage of Community namespace objects to promote up to official CASE standard as usage increases/the objects gain support.
