Generalize BootstrapSample

The BootstrapODPSample is limited to sampling residuals from the overdispersed poisson GLM and should be generalized to any GLM form as in Shapland (3.4). As the name BootstrapODPSample is inappropriate for a generalized form, a new estimator should be made that defaults to the BootstrapODPSample. Eventually the BootstrapODPSample naming should be deprecated in favor of BootstrapSample
