`kctrl`: Allow users to use Helm charts in local directory while releasing

Describe the problem/challenge you have While using kctrl to release artifacts built from local directory, kctrl defaults to using ytt in the templating step

Describe the solution you'd like kctrl could introduce a mode "Helm chart from Local Directory" Alternatively it could attempt to detect if there are helm charts in the directory and add a templating step if so.
