`kctrl`:Remove dependency on cluster for the authoring commands

Describe the problem/challenge you have Today, some of the Package authoring commands are dependent on a connection to the cluster

Describe the solution you'd like The authoring commands should not be dependent on the cluster unless resources are being deployed onto the cluster
