Test_PackageInstalled_FromPackageInstall_DeletionFailureBlocks is flaky

As shown in the logs of a recent CI run, the kapp-controller e2e test Test_PackageInstalled_FromPackageInstall_DeletionFailureBlocks appears to be flaky. This test has also failed in other pull requests so the changes in #424 are unrelated to the failure.

We should do some debugging of the test to try to isolate what leads to the flaky behavior.
