Please consider supporting OneAPI for Intel GPU's

A pretty straightforward request. Nothing fancy.

Hope that someday also OneAPI is supported.

Prerequisite probably: https://github.com/pytorch/pytorch/issues/30029

Intel GPUs should now be usable with #507, though I'm sure wouldn't be as efficient as a OneAPI solution.

intel-extension-for-pytorch looks very easy to integrate, and I don't think it'll require special workarounds to be compatible with stable diffusion like the DirectML execution does.

After taking a closer look at intel-extension-for-pytorch I've found that it's more complicated than I thought to run on windows. A linux system would be simple, but on windows it can only run under WSL2. Though maybe not so complicated if it's possible to run Blender in WSL2 as well?
