Instructor trainer resources require explicit sharing

The first two resources in the Community Developed Resources section of the handbook require you to request access. Is that intentional, or did something change about the permissions?

If the former, we should add some text indicating that you will need to request access and be approved before you can view / edit these resources. If the latter, we should change the permissions on the folder.
