add section on lesson translations

Include:

  • Role of Translation Coordinators
  • Subsection for Spanish lesson translations including info from https://github.com/Carpentries-ES and links to there.

Do we have documentation anywhere else that should be incorporated into the handbook?

Hi @ErinBecker Given the new internationalisation slack channel and other interest in lesson translations, is there anything you want to include here?

We can link to the new slack channel. Other than that, let's hold off on making formal documentation for this process, as @fmichonneau will be integrating translation capabilities into the new lesson template.

should we invite the carpentries-jp and carpentries-it to write sections similar to what we have for carpentries-es here?
