Use local time or explicit UTC throughout UI

Maybe more of a developer thing, as specific timestamps aren't often important in our workflows, but I keep having to double check timestamps in AMY because I forget whether or not they're in UTC (as far as I can tell, they all are). This has been especially true when experimenting with emails.

I think using local time is a nice-to-have. If we do change this, we'll need to communicate it clearly with the rest of the Core Team
