Badge date needs to be on or before start date for community roles

When a community role requires a badge, the badge must be awarded on or before the start date of the community role. Even if the badge is recorded in AMY, the community role can not begin before the badge date.

@maneesha Should we somehow fix data on production if there is something that breaks the constraint from your first post?

I'll write a query for roles that may be outside badge dates so that I can check with our team to discuss what to do.
