Assignment of new instructor recruitment process

When a new instructor recruitment process is opened, the recruitment process should be assigned to the same person that the event itself is assigned to. Additionally, we should have the option to change who it is assigned to, just as we do for the event itself. If the event assignee changes, the recruitment assignee should also automatically change.
