Another reason for adding a new component for this is that developers would like to choose which tags are available, either via theme.json or via a filter.

I think that choice would need to be up to the creator of the custom block. For the details/summary block, I would propose only adding the paragraph in addition to...
@paaljoachim With this PR the only change users will see is that the post title block is more similar to the site title block.
