vehiclelayouts.meta

I have noticed you cannot adjust suspension on vehicles that do not have "vehiclelayouts.meta". Is there a way around this?

That shouldn't be related, a vehicle without a layout defined won't be usable anyway

i just assumed as all cars that do have that file work and coincidently the ones missing that file wont lower/raise. everything else is good though

If you are talking about a custom car mod not having a custom layout in a own vehiclelayouts.meta it just means that such vehicle uses a "vanilla" layout, defined in any of the other files already loaded by the game, otherwise you wouldn't have been able to drive the car without a layout defined for it. You can check its layout name in it's definition (vehicles.meta) Anyway layouts shouldn't be related to the possibility of adjusting suspensions
