an error in docker build

when i run "docker build -t aae_deepspeech_093_gpu ." in Step 22/29 : RUN pip3 install --upgrade -e . ---> Running in 297bef702e62 , an error occurs : Could not find a version that satisfies the requirement scipy<1.9.0,>=1.7.0 (from optuna->deepspeech-training==0.9.3) (from versions: 0.8.0, 0.9.0 how can i solve this problem?
