No "test pattern" for API 25 emulators while under test

SDK version: 5.5.1

Android device: Nexus 6P emulator running API 23 and Pixel emulator running API 25.

Under instrumentation, the 6P emulator will display a test pattern when the CardIOActivity is launched, but on the Pixel emulator, the screen hangs and no test pattern is displayed.

Both emulators are x86_64 ABI
