Reflect "Initialization of memory and variables #257" in the design docs
Proposal #257 was accepted but the design docs in https://github.com/carbon-language/carbon-lang/tree/trunk/docs/design have not been updated to reflect its acceptance.
We triage inactive PRs and issues in order to make it easier to find active work. If this issue should remain active or becomes active again, please comment or remove the inactive label. The long term label can also be added for issues which are expected to take time.

The overview does described unformed state, see https://github.com/carbon-language/carbon-lang/tree/trunk/docs/design#unformed-state , but the classes design document still needs to be updated.
