fix(Tearsheet): fix behavior of `selectorPrimaryFocus` for stacked tearsheets

Closes #5624

This addresses the issues described in #5624. It adds the same functionality added in this PR, which fixed the selectorPrimaryFocus behavior but for stacked tearsheets.
