[DoD] Create a "Carbon Labs" area in Figma

Acceptance criteria

We need a place in Figma to host all design assets related to "Carbon labs." The space needs to be editable (viewable?) to all IBMers across the IBM Figma organization.

Proposed structure:

• Create an open team in the IBM Figma organization called Carbon labs
• We can create project spaces (aka folders) inside the new team as needed (For example, Carbon AI Chat can have its own folder)
• Artwork may need to be created and defined for the various levels of files. (Ref: Figma architecture)
