[Header/SuiteHeader] Create tab stops for menu items - a11y

Summary

The header component uses tabs to navigate into each high level menu as well as sub menus. Proper a11y spec may dictate these each have a tab stop with arrow key navigation for sub-menu items. We should confirm this functionality with spec and implement the proper UX.
