[Table] row action overflow menu scrolls horizontally

Describe the bug

When opening a row action overflow menu and then scrolling horizontally the menu will scroll with the table instead of staying fixed.

To Reproduce

Steps to reproduce the behavior:

  1. Go to this story
  2. make your window narrow until the table has to scroll horizontally
  3. scroll horizontally to the right and open an overflow menu
  4. scroll horizontally back to the left
  5. see menu moving.

Expected behavior

The menu should stay pinned in position

Environment/versions:

  • OS: [e.g. MacOS, Windows]
  • Browser: [e.g. chrome, safari]
  • carbon-addons-iot-react version: [e.g. v2.60.0]
