Summary

Placeholder images indicate to users that an image (that is not currently displayed) is meant to occupy a designated space.

@davidicus I guess we could implement this into image-card or a few other places, but PAL does not have the concept of a generic image component, which we do have in Graphite and does follow this pattern, making me think this is a bit of a redundant story

This is something that was contributed from TRIRIGA. You make a good point that we don't have a generic image component, but would it make sense to make this a separate placeholder image component? or does it need to be tied to an image component, and this is just the "empty state" variations of it
