Element becomes "sticky" 1px before padding is applied to filler div

When scrolling down there is a noticeable jump between the "sticky" element fixing to the top of the page, and the filler div getting the padding applied to it, It appears both things aren't happening at the same time, but at separate intervals, seemingly 1 pixel further down the page.

Also running into this issue, which is causing the UI to feel quite jumpy as a result :(
