Implement a real search field

For now the search field on the site loops through all of the tips titles and matches a single character sequence. This isn't great. It would be good to have some kind of fuzzy matching and also match on the content of the tips, not just the title. It would also be good to avoid having to download the entire list of tips from the start, on every page, to do so, as this does not scale.
