Regular maintenance of the project

Hello, I am an old time contributor to the project but recently have started to use this library regularly. I am writing to see if there is any interest on your part to add more maintainers and create regular releases for the project. I see quite a few pull requests and issues that have been open for quite some time. I understand that this is a huge undertaking and moving to a regular open source structure with independent reviewers and maintainers with commit/write access might be helpful.

FYI, a temporary umbrella project has been create here: https://github.com/libcapstone/libcapstone

I will try to pick some pull requests from here but please look to see if you can contribute there until the activity picks up on this repository.
