Expose NodeJS runtime metrics and create Grafana dashboard for Hub

Description

  1. Expose runtime metrics in Hub Node.js app (e.g. using https://github.com/siimon/prom-client)
  2. Add ServiceMonitor for Prometheus in Helm chart
  3. Create Grafana dashboard

Reason

It will make it easy to monitor Capact installation and detect Hub issues on long-running clusters.

Hi @khannakshat7, sorry for a long delay. Unfortunately we put this issue on hold as it is related to Node.js components. There's high chance that we will replace all Node.js implementations with Go ones.
