feat: Expose HANA container setup cli

Currently it is not very common that people develop with HANA in their local development setup, but sometimes it is required to validate specific behaviors. This change there for exposes the HANA container setup as a CLI command.

npx hana # setup a HANA cloud instance when available if not creates an HANA express instance
npx hana -e # starts the latest experimental HANA cloud version available
