Upgrade phpstan and laravel, revert reveal/template-phpstan-compiler

Made a few suggestions that should get tests parsing. It might also be worth noting that symplify/template-phpstan-compiler dev-main is now compatible with PHPStan 1.10 (not being compatible with 1.8 looks to have been the original reason for moving away from it).
