This is a problem with Syncthing -- most likely you've got another instance running somewhere. Ask on https://forum.syncthing.net if you can't figure it out. Sorry!

Something must have killed it hard. Open the Event Viewer -> Windows Logs -> Application, and look for Error entries. There are normally 2 for a .NET application crash.
I was considering this when I was implementing the conflict resolution, but never got around to it.
