Aplication layout - ensure logo matches svgs

LXD raised the fact that the logo doesn't display as in the original svg: image

Can we just use the svg to save ourselves the headache of constantly addressing these requests? the current imlpementation seems to never be "quite right".

There is a PR in progress to add it to Vanilla: https://github.com/canonical/vanilla-framework/pull/4691

But changing logo reveals some other issues with panel titles that need to be addressed there. Unfortunately this part of application layout was never fully fleshed out.

Triage: medium/high effort, but also quite high impact. We need to be able to use new logos in application layout.

I suggest that we should aim to do it in v4, but needs decision from the team.
