USN search doesn't match against source package name
Summary
The search on https://ubuntu.com/security/notices does not search by the source package name of the packages affected by the USN.
Process
Search by a source package name, such as "bind9"
Current and expected result
Expected to return USNs affecting the bind9 source package, but returned no results (contrasted with a search by the upstream name).

@albertkol I have given this a priority of "high" and triaged it. Let me know if you disagree?
@SirSamTumless as it is now search looks for notices that match the criteria in either of the following:
- notice id
- CVE id linked to the notice
- notice details
Unfortunately it does not look for the package names affected by the notice. But I can see how it would be beneficial to behave that way.
I will change the priority Low, @SirSamTumless, because it's technically working as intended. It's a nice to have change.
