Update buttons on /dell

Once Vanilla fixes chips, we should use anchors with chip styles on https://ubuntu.com/dell page.

The way currently chips (design requirement) work is by using <button> which is not accesible.

This is about accessibility. What is currently there is a hack using JS to submit a link that in theory should be an href
