add Arabic to languagelist

Hi, can you please explain a little bit more what you want to achieve?

languagelist is used to show available translations of subiquity, and at the moment we don't have any po/ar_*.po translation files.

Would you like to contribute Arabic translations of subiquity at https://translations.launchpad.net/ubuntu/+source/subiquity ?

Or are you after completing the install of Ubuntu Server, such that the installed system uses Arabic locales by default?

It should make the Arabic is the default language after installation complete.

I will contribute to translate Subiquity to Arabic

I think this PR is related to this discourse topic, where it was announced that the desktop installer will replace ubiquity with subiquity.

For the desktop installer, at least, I think it would make more sense to sync languagelist with the available language packs.
