See if we can implement a shared cache for deb/snap packages like Charmcraft has for python packages

Why it needs to get done

A pack/clean/pack cycle or packing snaps with large shared build packages can result in a lot of re-downloading of artefacts that will be checked and if necessary redownloaded anyway.
