Better error message when we can't find snapcraft.yaml

What needs to get done

In the craft-application branch, _resolve_project_path should error more cleanly if we can't find snapcraft.yaml, alerting the user with a nice error message that links to documentation

Why it needs to get done

The behaviour right now could be unclear to an end user.
