Anchors are undiscoverable

Following on from canonical-web-and-design/docs.snapcraft.io#33, with a page such as https://docs.snapcraft.io/debugging-building-snaps/6274 which has the necessary HTML inside the forum post to make anchors to the headings, it's not at all discoverable for users of the docs how they can share a deep link to a particular section.

One idea might be to use an ⚓ which appears on hover.

This should be solved in discourse parser, not in this project. There is an open issue over there, see https://github.com/canonical/canonicalwebteam.discourse/issues/105
