ContextualMenu dropdown incorrect tab order

ContextualMenu dropdown has an incorrect tab order.

Expected

The next item after opening a dropdown should be the first item in the dropdown menu.

This seems to be caused by the React portal node with the menu being placed placed at the bottom of the body - there's no way to change this behaviour.
