docs: better document `metrics_retention_time`

Enhancement Proposal

Although metrics_retention_time promises a default retention of 15 days, this promise will not be kept by Prometheus if the storage occupied by the metrics will grow beyond the maximum_retention_size.

We should clarify this in the charm config.
