[win] VMs cannot finish boot using VirtualBox 7.1.0

Describe the bug When launching a VM using VirtualBox 7.1.0 the instance cannot successfully be booted. The instance will then be in an starting/unknown state.

To Reproduce

  1. Run multipass with the VirtualBox backend with the mentioned version of VirtualBox installed
  2. Launch an instance
  3. Observe instance not started
  4. Observe log message

Expected behavior Instance starts and is intractable.

Logs [<name>] failed to obtain exit status for remote process ‘[ -e /var/lib/cloud/intance/boot-finished ]’: timed out after 5000 ms
