[blueprints] Defined resources should not be so constraining

Currently, Blueprints define minimums for resources such as cores, memory, and disk size. If a user tries to override this at launch, it fails. We should not be so constraining with this and these should instead be the recommended defaults for the Blueprint, but they may be overridden either higher or lower values.
