Update Helm to the latest version

• The last time Helm was upgraded in microk8s: v1.25
  • Also the version when Helm started being bundled with the snap package
• The latest Helm release: v3.15.1
  • Released 3 weeks ago

Why is this important?

Some apps can only be installed with a newer version of Helm.

I need at version 3.11 or higher.

Expected helm version [>=3.11], but found [v3.9.1+unreleased]. Upgrade helm cli tool.

I don't think I'm competent to help, but would have given it a try if I had the spare time...

I saw your name mentioned in previous updates of Helm, @balchua – you don't happen to in a position to assist this time as well?

I should mention that the documentation states addons can be upgraded by disabling, then re-enabling them.

That is no longer possible. I guess this option was removed (for the Helm addon specifically) when Helm started being bundled with the snap package.
